The Ministry of Planning has issued a stern warning after discovering fraudulent activities targeting vulnerable citizens. Individuals, as yet unidentified, have taken to social media platforms such as Facebook and Telegram, disseminating false information regarding equity cards, with the nefarious intention of deceit and financial fraud.
According to official statements, the misinformation campaign primarily targets residents of Run Ta Ek and the vicinity of Siem Reap, as well as individuals nationwide. The Ministry has emphasized the malicious intent behind these actions, aimed at sowing confusion and exploiting unsuspecting members of the public.
The fraudulent posts circulating on social media feature an English message enticing users to register for a fictitious program called "Public IDPoor for Khmer: Register yourself to be a recipient of government social assistance. Register immediately. ” promising government assistance. Accompanying the misleading text is an image of a woman purportedly holding an equity card, adorned with logos from prominent institutions such as the Ministry of Planning, ABA Bank, ACLEDA Bank, and Cambodia Angkor Air, along with a misleading promise of $2,500.
In response to the fraudulent scheme, the Ministry of Planning has categorically denied any association with the purported program. Officials have called for an immediate investigation by competent authorities to apprehend those responsible for perpetrating this scam, emphasizing the need for swift legal action to prevent further harm to unsuspecting individuals.
Clarifying the legitimate process for obtaining an equity card, the Ministry asserts that citizens facing financial hardships must apply for an interview at their local commune hall. The Commune/Sangkat Working Group will then conduct an assessment to determine eligibility based on established criteria. Only families deemed genuinely in need will receive an equity card, reflecting the results of the interview.
Furthermore, the Ministry of Planning underscores that its role is strictly limited to the issuance of equity cards to eligible families identified through the prescribed interview process. It reiterates that the Ministry does not provide direct cash assistance or administer other social welfare programs, emphasizing the importance of adhering to official channels for assistance.
