On the afternoon of October 31, 2024, Deputy Prime Minister Vongsey Visoth, responsible for the Office of the Council of Ministers, presiding over the Legal Council and leading the Steering Committee for Legal Reform, convened a working meeting with Minister Lee Wan-kyu at the Korean Government Building in Seoul. The goal was to strengthen and widen cooperation in legislative matters between Cambodia's Legal Council and the Ministry of Legislation of the Republic of Korea. The meeting also focused on exchanging insights regarding legislative practices, enhancing capacity in law review, and providing advisory feedback, following a Memorandum of Understanding signed in 2015.
Minister Lee Wan-kyu warmly welcomed Deputy Prime Minister Vongsey Visoth and his delegation, expressing appreciation for their visit aimed at fostering collaboration and mutual learning in law-making between Cambodia and Korea. The agenda included discussions about the initiatives of the Asian Legislative Council and highlights from the 12th Conference of Asian Legal Experts.
During the discussions, the Ministry of Legislation of Korea presented its core functions, emphasizing its responsibilities in reviewing, advising, interpreting, and improving laws. The Ministry also showcased its role in offering legal services across ministries, institutions, and to the broader Korean public.
Deputy Prime Minister Vongsey Visoth expressed his gratitude for the warm reception and emphasized the foundational role of Samdech Akka Moha Sena Padei Techo Hun Sen, the former Prime Minister and current President of Cambodia’s Senate, in establishing Cambodia-Korea diplomatic relations in 1997. This relationship, he noted, has significantly bolstered Cambodia's socio-economic development across various sectors, backed by official development assistance, investment, trade, and tourism.

Building on this robust diplomatic bond, Cambodia’s current Prime Minister, Hun Manet, prioritizes expanding and elevating the relationship between Cambodia and Korea to a strategic partnership. The present meeting, Deputy Prime Minister Vongsey Visoth added, is a testament to these ongoing efforts to solidify a strategic partnership.
Highlighting the Royal Government’s commitment to legal reform, Vongsey Visoth outlined the “Pentagon Strategy,” launched under the 7th mandate of the National Assembly led by Samdech Hun Sen. The fourth pillar of this strategy zeroes in on strengthening Cambodia’s legal and justice systems. Consequently, the Royal Government established a Steering Committee for Legal Reform, charged with directing and supporting legal reforms to bolster the rule of law and ensure legal security through high-quality, effective legislation.
Reflecting on Korea’s advanced legal framework and successful legal reforms that have driven its economic growth, Vongsey Visoth underscored the importance of learning from Korea’s experiences. Such shared insights could prove invaluable for Cambodia’s legal reform journey, guiding the development of strategic frameworks and fostering a robust rule of law culture.
The discussions between Deputy Prime Minister Vongsey Visoth and Minister Lee Wan-kyu also explored the potential for expanded legal cooperation. With a foundation in the 2015 Memorandum of Understanding, both sides discussed areas like law drafting, capacity building, experience sharing, and constructing a comprehensive legal data management system.
